BETSI Cadwaladr University Health Board’s executive director of finance is to resign after a report found incorrect entries had been “deliberately” made in its accounts two years ago.

Sue Hill, who is currently on leave of absence, and will leave the health board next month.

The health board said she will not be receiving a financial settlement when her employment ends.

A previous report by Ernst Young found that the health board’s finance team had allocated spending to a single financial year when it was, in fact, spread across several.

Jason Brannan, deputy director of the health board’s people services, said: "Sue Hill, executive director of finance, has advised the health board of her intention to resign from the organisation and will leave in December 2024.

“Sue is currently on leave of absence having undergone significant surgery and treatment during the last 12 months, and our thoughts are with her as she focuses on her health and continued recovery.”

The health board commissioned Ernst Young to undertake an external review to further explore the cause of the inaccuracies identified in the audit of its accounts.

This followed the Auditor General identifying “significant errors” within its 2021-22 accounts, adding: “There was also insufficient evidence to confirm that expenditure of £122million recorded in the accounts related to the 2021-22 accounting period.”

Reviews into the findings of the Ernst Young report, by both NHS Wales’ Counter Fraud department and North Wales Police, were concluded without any action being taken.

With regards to the internal investigation, the matter is now concluded from the health board’s perspective in relation to Sue Hill.
