The busy road links Buckley and Dobshill - with the affected area of road situated near the Dobshill ambulance station.
Katie Parry said: "My partner drove home from work at approximately 6.30am this morning and the road was closed from the roundabout at Dobshill end."
A Flintshire Council spokesperson said: "The A549 from Dobshill Roundabout to the junction of Drury New Road is closed due to a burst water main. Dŵr Cymru Welsh Water are on site to carry out the necessary repair works.
"It is not currently known how long the road will be closed for."
