BETSI Cadwaladr Health Board says work is 'continuing' at Plas Gororau, despite no services being moved into the new site.
The North Wales Health Board purchased the 44,186 sqft building in August 2022, with funding support from the Welsh Government.
The aim was to move outpatient services and expand the Emergency Department and clinical areas within the main hospital site.
The movement of services to the new site would allow for a Minor Injuries Unit (MIU) to be set up near the emergency department, which would be delivered with the Urgent Primary Care Centres
Betsi said they expected to open the site, based on Wrexham Technology Park in early 2023, yet a year after the purchase there has been no movement of services.

Health chiefs have stated that they hope the new site will alleiviate ongoing issues with car parking at the Maelor, with Plas Gororau having 212 car parking spaces.
For the time being, however, discussions are ongoing to decide which services will move into the new site, with no timeframe on when services are set to move.
Adele Gittoes, Executive Director of Operations, said: "We are continuing works at Plas Gororau to provide additional space across the Wrexham Maelor Hospital site for our clinical services.
"We are still working with our teams to decide which services will benefit from moving in to the new space, and when, and this will also create opportunities for significant space improvement within the main hospital building.”
