Police said they claimed to be from the Environmental Agency, but the restaurants believe they were trying to take their oil, and tried to provide false paperwork.
The men in question arrived in a white Ford transit van.
Police are urging businesses to be vigilant and to report any suspicious activity to 101 or quoting reference B093762.
